Hehe, the whole thing's a pisstake.

The guy in the video is Santo Cilauro, who's one of the authors (along with Rob Sitch and Tom Gleisner) of the fictional book Molvania: A Land Untouched By Modern Dentistry. The book is essentially a spoof of the Lonely Planet travel guidebooks.
