one way I've done so you can quickly get money to buy a map is go get dervish beard. When I go to the oasis it won't let me use the hand icon or the dagger on his beard. So how do I get it? Do I need to see the bulletin first in this one? Thanks.

The hand icon should have sufficed. I think you ran into a knowledge flag though. Since your hero never heard about the whirling part from either Keapon or the Guild note, he won't take the piece of beard.

Just to check out this glitch I tried to go to the Dervish after having taken hair from his beard and selling it to Kaepon; he just says "Beard must stay or Dervish drift away". Was this to keep people from reselling?

Yeah, you gotta find alternative cashflows in this game.
