Are there any details you can provide about the exact format of the export / import files for QG2VGA, and possibly any other Quest for Glory games, without being in violation of applicable intellectual property licenses / agreements?

No, unfortunately, we're not permitted to release the format. Not only from a legal standpoint, but we were also asked not to by the person who made it available to us.
