Can I use magic when in a battle? If so, how?

Do you mean in the original or the remake? The answer is yes in both cases, but you'll need Magic skill and the necessary spells that can be used in combat (Flame Dart, Force Bolt, Dazzle, Zap etc.)

Assuming you're referring to the remake, take a look in the game manual PDF file that's included with the download. It'll tell you all you need to know about using magic in combat as well as the hot-keys and so forth.

If you're a fighter, you'll need to store your shield in your chest before you can cast spells in battle. And projectile spells don't work in close quarters, so back off before casting them.

But now I'm having problems defeating the Earth Monster. Everytime I get him with the flame dart a few times, he runs away. Do I have to keep finding him and battling him? Are there any hints/tricks?

Yes, keep looking for him and blast him with flame darts until he crumbles.
