Cost of a video game?

I develop education materials and one of the hot things out there is a World Food Programs' (a UN progam) video game called Food-Force. Check it out at http://www.food-force.com.

It's impressive for what it sets out to accomplish. I was wondering if someone could 1) give me a ballpark for what this sort of project would cost if outsourced, and 2) walk me through what sort of technology and resources (both human and non-human) were used in its production.

I know it's a lot to ask, but feedback from someone who has a good handle on these things would be most enlightening and potentially helpful in producing one more of these "edutainment" games.
