What on earth raises Luck?
I replayed QFG1 to get an importable character (been several hard drives since last I played) and had 100 luck (as a thief) very quickly (though odd things seemed to raise it, like climbing and throwing). QFG2, I'm at 200 agi, 190-ish vit, 170-ish int, and a whopping 101 luck -- one point more than I imported with.
It's not the only stat that's rising slower than I expected -- I had to throw about 150 rocks for every 10 points of throwing -- but it's by far the slowest.

Hmm I have 200 as a thief at the end of the game. So either combat/dodging training which I maxed, or thief skills such as stealth/lockpick/throwing raised it fine.

AFAIK, you get some luck just from successfully dodging attacks, plus a big boost if you do one of those random attacks on jumping backwards.

Yes, the "Leaping Lunge" is probably one of the fastest builders of Luck.

Doesn't lock picking help boost luck too, since it has a chance of failure? Not sure

Pretty sure lockpicking does nothing, as I had 180 lockpicking and 101 luck.
Building up Dodge (and going for as many lunge chances as possible) did the trick though. Plus it's fun to beat Uhura without ever actually pushing an attack button
