Maybe it's like at the end of the Wizard of Oz; Dorothy is expecting the Wizard to be this fearsome omni-potent being, but when she finally pulls back the curtain she discovers that he's just some little bald guy with a hot air baloon. Anonymity is power... or at least it was!

I believe AGD1 modelled her after Liz Hurley, like she did with Valanice.

However, she also bore a striking similarity to Katharina Zeta Jones on the cover of Intolerable Cruelty.
