You can practice throwing by either throwing daggers in the streets (picking them up from the ground after running out) or throwing rocks in the desert. For Rocky, you could also simply enter combat mode and use the throw key (default is Q) to either throw the powder at him which is less likely to miss as long as he's standing still or splash it in his face, which works but also damages you a little bit.
