The GIMP is good, once you get the hang of it... and it's free
http://www.gimp.org/

If you want to pay for a paint program though, there's Adobe Photoshop, Paintshop Pro, Corel Photo-paint, etc. But Gimp can do the same sort of things.

I once started an AGS game with MS Paint graphics... I looked a lot like South Park...  :rollin

You can grab version 7 of paintshop pro for free if you google it. It's pretty much as good as the newer ones

I second fizzi in that the gimp is pretty good, free and open software.

It is also easy to write an export plugin. I fyou write your own engine this might come in handy. I wrote one for mine that allows me to save from the gimp and read it in my program which shows it on the screen including layer alpha transparency (and whatever I might come up with).

Made in MS Paint while I was bored at work yesterday. It was a quick job, but I've seen some people do amazing stuff using only MS Paint. It's not just the tools you have that count.

Thanks for the positive response guys! I have to fix the sky. My dummy terminal at work is only dithered 256 color, so I couldn't use other colours besides the defaults.

I wonder if Relight is another superb VGA artist who doesn't show off his talents by making a fan_gaym?
