Hello,
I tried doing a forum search on "Franc" but found nothing more on this other than one thread.
I've gotten my lockpicking up to 200 and thus am capable of opening Franc's quarters, but it always says the Hero stops due to hearing noise behind the door.
Is there an opportune time at all to open Franc's quarters?

Nope, there apparently isn't. You didn't mention if you went on attempting to pick the lock regardless of the noise, if you do you soon find out why breaking in there at all is inadvisable.

Speaking of Franc, how come he's there? There seems to be nothing that he is related to.

Pick locking Franc's Door too many Times Will make Him Come out And You will Get Killed its A Death
