Use the hand icon and click the wand, I think.

Actually, I just checked, and touching the wand with your hand kills you. The way I always did it was to use the arrow to select the wand and then click the wand on the item you need to wave it over.

Which spell are you working on? I'm guessing you know this, but you have to make sure you're at the right step before you wave the wand. It depends on the spell as to when you're supposed to wave it - sometimes before reciting, sometimes after.

I try the spell to fly and use the magic wand after telling the spell

Sounds like you're doing it right. Just make sure you have the wand showing as your cursor and click on the red bottle.

You're making sure to click the wand's hotspot on the bottle? The hotspot is on the handle, not the tip.

You're also making sure to recite the spell (on that spell) before waving the wand?

The hotspot is that small dot on the end. Each item and each cursor have one. This dot marks the spot you must aim at things you want to interact with. The rest of the cursor graphic is just window dressing.
