Not easily.  To actually improve the video quality, you would have to decompress the wmv into raw video, apply image enhancement filters to the video on a frame-by-frame basis, and then re-encode the enhanced video footage into a new wmv with a higher bit rate to avoid losing the information recovered by the image filters.

It would be much easier if you had access to high-quality original (and hopefully uncompressed) source video.  Not only are good image enhancement filters hard to find, but there is a limit as to how much they can clean up an image.  When you try to enhance an image, distortions and errors are enhanced as well.  If you have the original video, you could just directly encode it into a high bit rate wmv and avoid the visual noise produced by repeated compression and decompression.

No.  Encoding a video will either lower the video quality or leave it untouched (lossless compression).  In order to recover lost quality without introducing significant noise, you need complicated enhancement filters, and I do not have access to the image filters that would be necessary to improve video quality.

The only way to do it would be as suggestion re-encode the original source to a higher bit-rate.
