No, she's supposed to respond to knocks from the beginning. Are you sure you're at the right adress? It's Sitt Tarik off Shmali Tarik. Her door is flanked by plants and the door is purple with an eye on it. If you picked the simple alleyway system and went exploring in the northern part of the city, you might have ended up at the entrance to EOF.
