It's been mentioned before, but yeah, typing "suck blue frog" twice causes that to happen. It also renders you disqualified for paladinhood. I personally never tried completing the game after downgrading my character like that, so I'm not sure if it's possible to still max your stats or not.

Sure it's possible to max the stats after doing this.
I am currently playing through with a pure thief, and I dropped all my stats right at the start of the game using this method.
At the moment (Sunset approaches - day 6), I have:
Luck = 136
Weapon Use = 197
Dodge = 199
Stealth = 161
Throwing = 142
Honour = 17
All else is already 200.
Given the amount of time I have left, I expect to be sleeping the days away as normal before the Caravan is ready. My thief doesn't care much about his honour.
If you want to give it a go, I found throwing and lock picking the easiest to get started. Sneaking helps as well. Once you are strong enough to fight take out a few brigands, cash in on your thieving skills and stock up on stamina pills (I currently have 51). I sleep occasionally - generally a few hours per day, but otherwise just pop a pill.
I don't know if it would be anywhere near as easy with a Magic User if you want to max all of your spells, but with a thief I'm not having any issues.
I might try starting with a wimpy fighter next.

You still have Honor as a Thief? Feh. You're not worthy to carry that license.

Okay, so I've tried this now, and I'm running into a problem in this vein. I'm at the oasis, trying to climb the tree with my little skill of 5, and it says "Climbing the tree would require more skill than you currently possess." Which is all well and good, if there were somewhere else to climb. I've been doing this for a while, and it's wearing down my stamina, which is usually an indicator of at least making an effort, but my climbing skill isn't improving. Do I need to start more simply, or what? Li'l help?

Do you have the magic rope? Climb that for a while.

Can you buy another rope if the first one disappears?

Yes, you can, though it's a waste of money when there's a perfectly free cliff to practice on.

Erpy, you mentioned that this makes you ineligible for paladinhood. Are there any other consequences for doing that? On the flip side, are there any in-game consequences for using the blue frog mode once you've beaten the game legitimately?
Oh, and which cliff? I try outside of town, and it says I can't climb the cliffs.

The cliff with the griffin nest.

None that I know of. Stats to 5 and paladin disqualification is all it does.
On the flip side, are there any in-game consequences for using the blue frog mode once you've beaten the game legitimately?
No.

Tried to climb the griffin cliff, and got the message "due to your poor skill, you cannot climb this". Same message when I try to climb the oasis tree. Already burned out my magic rope practicing, and only got up to climbing skill of 86. Could buy another rope, but would break me. Do I have no other choice if I want to raise my climbing skill to the point where I can practice on the cliff or tree?

The cliff will only get your climbing skill around the point where you are now. Any higher and the hero will simply refuse to climb. Switch to the tree in the oasis and keep trying.

The unlockable debug mode. It allows one to do stuff like modify the time settings, warp to rooms, modify stats and obtain objects.

It's funnier to unlock it than to use it.
