Fish Scales

I don't know what I'm missing here. I have all ingredients and have bought all ingredients from the store, but I can't figure out how to separate the fish scales from the fish. Help a brotha out.

I was confused about this too, but then I realized I was already carrying them in a different form. They don't come from the fish.

Speaking of which, what *is* the fish used for? I carried it around the whole game and never used it.

It's an alternate method to feed the eagle if you used all the other food items to feed Manannan.
