Would be a brilliant idea, but (the lawyer in me has to put a dampener on things) it is possibly unlikely. To do so, you'd have to get various data release forms signed, then their are child protection issues to be taken into account, for those still in education, those who may be in witness protection programmes etc...to do so would be a logistic nightmare.
Now, it might work, on the other hand, on a 'from now on basis', so anyone appearing in a school photo could just tick a box on a form saying they are happy for their photo to be available. That way, if some aren't happy with it, you might be able to get the single student photos, even if you can't get the whole class/school.

Heh, I don't need to track down old classmates because I'm going to see them all tomorrow at my exams. 
Yet that only means the person submits the photos, I never got my photos because my form tutor is a complete ditz who doesn't remind you about the payment of the developed photos until the last day. Thus, I never got them.
